Guidance on customs procedures for goods in transit
The General Department of Customs has just removed obstacles for the Ho Chi Minh City Customs Department regarding customs procedures for goods in transit.

Specifically, in the case of transporting goods in transit from import border gates (Moc Bai - Tay Ninh, Hoa Lu - Binh Phuoc) to ICDs at Phuoc Long ICD port to transship or change the method of transport, means of transport, then continue to transport to Cai Mep - Ba Ria - Vung Tau for export out of Vietnamese territory, complying with the provisions of Point 3, Clause 19, Article 1 of Decree No. 59/2018/ND- CP dated April 20, 2018 of the Government (amending and supplementing Article 43 of Decree No. 08/2015/ND-CP dated January 21, 2015 of the Government).
Accordingly, in case goods in transit have to be transshipped or changed in the method of transport or means of transport, the customs declarant shall send the customs branch where the location is managed to change the method of transport or means of transport. Transport a written request according to the Form in the appendix issued with this Decree.
If accepted, make declaration on each shipping declaration or shipping document according to each transport stage and each corresponding type.
Locations for transshipment, changes in transportation methods and means of transportation shall comply with the provisions of Point 9, Clause 19, Article 1 of Decree No. 59/2018/ND-CP (amending and supplementing Article 43 of Decree No. 08/2015/ND-CP).
In case of transporting goods in transit from Cai Mep - Ba Ria - Vung Tau transshipment ports (unloading ports) to ICDs at Phuoc Long ICD port in Ho Chi Minh City, then transporting them to Cambodia via the Moc Bai - Tay Ninh, Hoa Lu - Binh Phuoc border gates, if the ICDs belonging to Phuoc Long ICD port are the destination ports listed on the bill of lading, follow the instructions in Official Dispatch No. 7413/TCHQ-GSQL dated November 23, 2020 of General Department of Customs.
In case of goods in transit transported from the unloading port to ICDs at Phuoc Long ICD port for transshipment, change of transportation method and means of transport shall comply with the instructions in this official dispatch.
